There are two ways you can Project your WP 8.1 Screen to your PC:

Projecting your screen wireless uses Miracast technology, which requires a compatible receiver e.g. a Smart TV and that also will only be supported on newer WP 8.1 handsets. But Miracast technology is supported by some limited new devices.

If your Phone does not support Wireless Projection, Under Settings > Project My Screen, it will show you like this (see image below). Which means you cant project your phone Wireless
  2. With USB-
To project your screen with USB, Open "Project My Screen" app and then connect your phone with USB. A pop-up will appear you phone screen asking permission for screen projection.(see image below). Click Yes, and your phone screen will start displaying in your PC.
If the Screen Projection with USB does not work, try the following steps:
  1. Disconnect your phone and exit the "Project My Screen" app on your PC.
  2. Open Device Manager.
  3. Open the View menu and select "Show hidden devices".
  4. Expand the "Portable Devices" and "Universal Serial Bus devices" categories and uninstall all devices relating to your phone.
  5. Restart your computer if prompted.
  6. Open the Project My Screen app again and connect your phone with USB. The prompt should show up on your phone now.
